Race and your community - Research Paper Example It shall present my account of how human interactions in my community have been racialized. This analysis is being undertaken in the hope of coming up with a thorough and analytical assessment of the race in relation to the community, in the hope of clearly establishing the trends and patterns of human behavior. First and foremost, I am of Romanian, African-American, and Indian descent. As a child, our family moved around a lot and because of this, I was exposed to and I grew up in a mixed community. When, I joined the service, I was still in a mixed community – living and being exposed to Caucasians, African-Americans, Asians, Europeans, and other races. At present, I am still in a mixed community, being exposed to different races and cultural groups. Some of the members of my community look like me. My features are predominantly African-American and some of the members of my community look the way I do. My coloring is not as dark as those who are of pure African-American descent and so, I am slightly different from them in this regard. About 35 percent of my community is of African-American descent. About forty percent of the community is Caucasian and I do not look like them at all because of my stronger African-American features. The leaders within my community are sometimes ambivalent to people like me. Most of the leaders are Caucasians (whites) and they seem to treat people who look like me with suspicion. One time, I complained with the leaders about a Caucasian neighbor who liked to play loud music at most times of the night. They spoke to the neighbor, but they did not do so with firm authority. After a few days of quiet, my neighbor resumed his loud music. In order to avoid any trouble, I just tried my best to ignore the loud antics of my neighbor. This Title is the key to discussing the issue of privacy rights as related to the U.S.A. Patriot Act. â€Å"Any investigative or law enforcement officer, or attorney for the Government, who by any means authorized by this chapter, has obtained knowledge of the contents of any wire, oral, or electronic communication, or evidence derived therefrom, may disclose such contents to any other Federal Law enforcement, intelligence, protective, immigration, national defense, or national security official† (The U.S.A. Patriot Act 2001, II:203). In this context, the U.S.A. Patriot Act not only fails to provide the exact criteria for such disclosure, but it also initially breaks the privacy rights of those, whose information is to be disclosed. Moreover, the Title II of the U.S.A. Patriot Act significantly expands the rights of juries, government’s attorneys, courts, and intelligence agencies in disclosing personal information which is otherwise prohibited (The U.S.A. Violence and the Fight Against It Essay -- Biography

During a freedom march on May 29, 1964 in Canton, Mississippi a boy by the name of McKinley Hamilton was brutally beaten by police to the point of unconsciousness. One of the witnesses of this event, and the author of the autobiography which this paper is written in response to, was Anne (Essie Mae) Moody. This event was just one of a long line of violent experiences of Moody’s life; experiences that ranged from her own physical domestic abuse to emotional and psychological damage encountered daily in a racist, divided South. In her autobiography Moody not only discusses in detail the abuses in her life, but also her responses and actions to resist them. The reader can track her progression in these strategies throughout the various stages of her life; from innocent childhood, to adolescence at which time her views from a sheltered childhood began to unravel and finally in adulthood when she took it upon herself to fight back against racial prejudice. As a child, Moody was sheltered by her parents from the racial violence that was so prominent in the southern United States. However, she was subjected to domestic abuse and physiological violence growing up. Her parents both worked as farmers, so as a result Moody and her sibling, later siblings, were often left alone during the days. During these times they were often looked after by their young uncle George Lee who, still being a child himself caused a lot of torment for Anne and her sister, leading to one of the few times where her dad physically beat her. When she started school at the age of five the threat of physical violence against her followed. Her teacher, Reverend Cason, threatened the students with violence if they misbehaved although â€Å"[h]e never did whip [Anne]. [... ...aced with tremendous abuse and violence in various forms. However as she matured, her awareness of the specific racial violence, rampant throughout the region, grew as did her method of combating and resisting it. In the end, no matter which method she used to resist this violence, whether it be through ignoring it or actively fighting against it, it always found a way to impact her. Although, similar to the sources used for our second paper, Anne’s account of events in her life has never been fully verified and the fact that she can clearly remember events and dialog from such a young age can breed a lot of skepticism. Compare and contrast Malcolm X, David Walker

I would like to thank my entire group members and Professor Donaldson whose comments and suggestions had been very helpful to improve the quality of this final paper. I have tried for the best of my ability to incorporate in this final version, all their great ideas about the format and the content of the documents. Professor Donaldson suggested â€Å"I am going to suggest that you do a little reorganizing. First of all, you should get rid of all of the headings. Then you should move the biography blurbs to the beginning of each discussion of each respective author. † This idea abstracts Joseph’s and Kandice’s. Following these directions, I have removed all the headings, and the biography blurbs. I also have quoted from the required textbook, and mentioned related page numbers in parentheses. Kandice wanted â€Å"I would organize the paper in a different way and also try and tie the writers and speakers background more into their writings†. Copy and Past were the best tools to satisfy that other nice suggestion. Once again thank you; Malcolm X’s leadership style and his viewpoint about how the Civil Right Movement should be implemented was very similar to David Walker’s, but greatly conflicted with Booker T Washington whose ideas appealed to a completely different audience. The Civil Right Movement is the Africans- Americans movement that dominated the debates in the United Stated political sphere during the period of (1955-1968). The movement was about the fight against inequality, Americans struggles for social justice, and the racial discriminations. In order to reach their objectives, Africans Americans leaders had displayed many different ideas about how to conduct the movement. Some believed that the movement should be implemented without violence; some thought that the economic freedom was the first to be reached, while others believed that the freedom could not be achieved without confrontation. If the ideas of those bright leaders were saluted by the majority of the Americans people today, it is however noticeable that some of them are still been seen as controversial figures. David Walker was born in Wilmington, North Carolina 1796. His father was a slave man and his mother a free black, so was David Walker because of the existing laws that defined the status of the child based on the mother's. As many of his fellow blacks, a freeman status could not prevent anyone from being an unfortunate witness of the human cruelties. In 1820 he was part of the associate back activists to denounce slavery and discrimination; he also took part of the Freedom's Journal in New York City, and many others forms of social justice fight. In 1830 David was found dead in his home. David Walker had accomplished many works for the Civil Right movement in America to make the United States a better country for all Americans. Among those works, one of the written that had brought so much attention to the public is walker's Appeal to the Coloured Citizens of the World. In this document, Walker made the true to be heard as it was based on his observation in the United States and around the world. He spoke not only to his brethren, but the white Christian Americans. He reminded the Christians about their values, the history of the Egyptians, and Romans Slaveries. He also reminded them about the history of those slaveries and how they had been destroyed because of their God anger based on the inhuman treatment they used to impose to the slaves whom supposed to be treated with the same human dignity they would want for their families. â€Å"God made man to serve Him alone, and that man should have no other Lord or Lords but Himself— that God Almighty is the sole proprietor or master for the Whole human family, and will not on any consideration admit a colleague†. (P. 230) His appeal was also for the black asking their sense of capability of rising up and demands what is their civil right: † Oh! y coloured brethren, all over the world, when shall we arise from this death-like apathy? –And be men!! † â€Å"Are we MEN!! -I ask you, O my brethren! are we MEN? Did our Creator make us to be slaves to dust and ashes like ourselves? Are they not dying worms as well as we? Have they not to make their appearance before the tribunal of Heaven, to answer for the deeds done in the body, as well as we? Have we any other Master but Jesus Christ alone? Is he not their Master as well as ours? -What right then, have we to obey and call any other Master, but Himself? How we could be so submissive to a gang of men, whom we cannot tell whether they are as good as ourselves or not, I never could conceive. However, this is shut up with the Lord, and we cannot precisely tell-but I declare, we judge men by their works† (P. 237). Clearly, Walker's strategy encourages the revolt and the civil disorder. Unlike David Walker, Booker Taliaferro Washington was born slave in 1856, from a slave mother and a white father. As many young slaves, he had been exposed very soon to the routines; his early duty was to carry the books of James Burroughs's daughters at Franklin County School. After the Emancipation Proclamation was read in April 1865, his family went to his stepfather's house in Malden, West Virginia. Booker started working at a salt mine and going to school. Few years later, booker got a houseboy position with a wealthy towns-woman, a person who promoted his learning. When he was 16, he used to travel back to Virginia to the new school for black students. He studied at Hampton Institute while working. His admission to Hampton changed his life; he was instructor. In 1881 he founded Tuskegee Institute in Alabama. Booker was nationally recognized as the back educator. He was more focused on pushing for black's economic well being and fighting against racisms. He died in 1915. Monday, 21-Aug-2006 In his famous and historical speech of compromise before a majority white audience in Atlanta on September 18th, 1895, Booker T Washington had laid out a strategy for the blacks' economic freedom; Booker urged his fellow blacks Americans to be more focused in their own economic development â€Å"Cast down your bucket where you are—Cast it down in making friends in every manly way of the people of all races by whom we are surrounded. Cast it down in agriculture, mechanics, in commerce, in domestic service, and in the professions†. (P. 595) He also spoke about the role the whites Americans would have to play to help them to achieve that goal. â€Å"Cast down your bucket among the eight millions of Negroes whose habits you know whose fidelity and love you have tested in days when to have proved treacherous meant the ruin of your firesides. Cast down your bucket among these people who have, without strikes and labour wars, tilled your fields, cleared your forests, builded your railroads and cities†(P. 95) The compromise had reminded the whites Americans to their role and responsibility tower the blacks Americans based on the choice they would have to make. A positive choice would be the whites’ willingness to promote black education and make them the most intellect and useful citizens; while the wrong choice would simply keep them doing the business as usual, denying the basic right of education to the blacks Americans, keeping them ignorant at the same exposed them as, the threats for the whites. Booker's strategy in this speech appealed to the blacks' economics development in a peaceful environment with the whites Americans. Unlike the two first leaders, Malcolm Little was born free in Omaha, Nebraska on May 19th, 1925. His parents were both blacks Americans; his mother was a homemaker and his father was an outspoken Baptist minister also a strong supporter of Black Nationalism. In 1929 their home was burned, and his father's body was found mutilated after two years. Years later, his mother Louise had the mental issues because of the situation the family went through. Malcolm is graduated from junior high as the top of the class. He did not continue his studies because he was influenced by the negative advise that suggested that his goal of becoming a lawyer was not reachable for a nagger. He worked numerous jobs in Boston before traveling to New York; he was associated to many criminal activities. In 1946 Malcolm was arrested in Boston with burglary charges and sentenced for seven years in prison. Malcolm used his prison term for self studies and taking part in the organized debates. He was influenced by Elijah Muhammad a leader of the Nation of Islam; before he left prison, Malcolm was a strong follower of the Nation of Islam. He changed his last name to â€Å"X† as a way to repeal to the slave name while expressing the backs' identity issues. Unlike many of the Civil Right Leaders, Malcolm X is a complex transformational figure in American history. His accomplishments and his different life stories continue to generate heats debates among his supporters and opponents. The transformation from a criminal Malcolm Little, the influential Black Muslim leaders Malcolm X, and his controversial position on the public issues. In April 1964, Malcolm X delivered a speech that defined his position about the direction of the Civil Right Movement. The speech is famously called The Ballot or the Bullet. In that speech, like David Booker, Malcolm spoke about the Negroes revolt; similarly both men were not afraid to die for the cause, and both believed in action. Both of them were ready to take any action against oppression. The Southerners were ready to offer $1,000, against David Walker's heart after his Appeal to Coloured Citizens of the Work. He was found died in his home; it is not clear what killed him. Malcolm X ended up by getting killed. Booker T Washington like Malcolm X was for the blacks' economics development even though the methods were different. Booker would like it peacefully and inclusively in compromise with the white people. Malcolm X would like it exclusively in black communities even if they had to confront the white people whom he accused of the causes of the blacks' struggles. Malcolm X believe â€Å" the Negroes who through their lives have been kicked about, treated like children—Negroes who never have met one white man who didn’t either take something from tem or do something to them. (P. 1871). David Walker, Booker T Washington, and Malcolm X were Africans Americans leaders whom had influenced Americans history through their work in the Civil Right movement. Their belief, theories, and actions in the process of the Civil Right Movement, Malcolm X and David Walker had the same philosophical views that made their voices more appealing to the same group of audience in majorly blacks. Booker T Washington who had philosophical difference with his fellows X and Walker, believed in a peaceful resolution of the matter with a possible cohabitation of all Americans. As his fellow leaders David Walker and Booker T Washington, Malcolm X had a tremendous contribution to the American history, but because of his outspoken position to many issues of public interest, his enemies had portrayed him as a controversial figure, and did not want him to be recognized as a great American leader. He was someone who used to speak fearlessly from the heart about any kinds of issues. The way he used to express his viewpoints was the same to his enemies as well as his to friends and his leaders whom introduced him to Muslim religion. As far as the controversy is concerned, it depends of who you are and on which side of the issues you on. The black people would see David and Malcolm as the voices of those without voices; their outspoken actions against the system were the direct translation of many frustrations among the black communities. Obviously, a white person would see them as dividers and would try hard to expose them as bad guys. Booker T Washington would be seen as a centrist. David Walker and Malcolm X had the same stand point about how to conduct the Civil Right Movement. They both promoted the civil disorders, revolt, unity, and economic improvement between blacks in exclusion with the white Americans. Booker T Washington would prefer the black economic empowerment in compromise and friendship with the whites Americans. He wanted the black people to give up of some claim of the civil right, and the white people to help black to realize their economic development. All of the three leaders, David Walker, Booker T Washington and Malcolm X agreed about black people's education, their economic development, and unity among them. David Walker and Malcolm X believed that the confrontation, revolt and exclusion were the way to go without any compromise. They did not trust the whites Americans' willingness to compromise. They believed that the freedom could not be negotiated, but could be earned by fighting for it. Booker T Washington did not agree with them. He believed that the revolt and exclusion were not the best answers, but the compromise and inclusion. He believed that there was a possibility for both communities to dependently work together in the mutual respect.

Culture in Everyday Life Essay

I experienced culture shock about 7 years ago, when I became friends with a Philippine woman. Her name is Christeen Humangnan; she was born and raised in the Philippines. It wasn’t until Christeen was 14 years old, that she moved to the United States. She would tell me how spoiled we are as Americans. She lived in the Philippines without electricity, a television, and rarely had money for new shoes. Although those customs are different from ours in the United States, there is one culture she practices that stood out. It is called pagmamano. Pagmamano is a Filipino culture that has survived the times and foreign influences. This is the practice of respect by asking for an elder’s hand and touches one’s forehead while bowing. One usually asks by saying â€Å"Mano po.† Mano po translates to â€Å"may I have your hand please.† In return, the elder blesses the person. In the Filipino culture the elderly, refer to parents and grandparents, cousins, or close family friends. It is usually done when one visits a family, when meeting these people outside of the homes or after a religious activity. It is also common to bring children to their godparents during Christmas time to pay respect with this custom. I found this custom in the Filipino culture to be shocking to me because, I have never seen it done before. I also see so many children act disrespectfully to their elders in this country, so it was a blessing in my eyes to see the elderly being respected. Now that I have learned of pagmamano, I participate, and have taught my own children the meaning of this culture. We do not use it in our own culture, but whenever we visit my friend Christeen and her family, we show enough respect to her and her family by participating in pagmamano. I would say that the value assumption was slightly an issue when I first  learned of this practice. I thought to myself, this is not the Philippines, we don’t do that here. After seeing the custom in person and how respectful the adolescents are to their elders, I realized I was wrong. I was happy to learn of it and see the children learning respect. You don’t see many American children show this type of respect. Since cultural relativism supports the theory that there is no absolute right and wrong. Instead, the morals, standards and behaviors that vary among cultures must be taken into consideration. I was wrong to assume that pagmamano should be practiced in the Philippines. I think it is a great way to show respect. At first I thought to myself, that’s weird! Then, I realized that we do â€Å"weird† things too. She considers some of the things we do as â€Å"weird,† when we considered it normal. We just have to accept the fact that we all live together in this country that participates and allows different cultures. I am thankful that I learned of the pagmamano culture, and I respect it.

Craftsman Bungalow House Style Homey bungalows with low-pitched roofs and exposed rafters took America by storm in the early 1900s... and then faded from favor after 1930. But perhaps the style is making a comeback. Craftsman and Arts Crafts homes and bungalow homes were the most popular pick in our Dream House survey. 2. Tudor and English Country House Styles Scoring a close second in our Dream House Survey, this cozy style with half-timber details is reminiscent of Medieval English cottages and manor homes. Readers who responded to our survey were drawn to the small, diamond-paned windows and exposed wood framing found in many Tudor Revival homes. 3. Victorian Queen Anne House Styles Victorian is not actually a style, but a period in history, and Victorian architecture comes in many forms. Classroom Management and Discipline Nowadays, lot of teachers in our country are facing problem in managing their classrooms in schools. Â  Perhaps the single most important aspect of teaching is classroom management. The students are described to be different and some of them tend to act superior to the school management system, even to the teachers. They show less respect to the teachers, refuse to get involve in the learning sessions and even misbehaving in the schools. In order to make sure the learning environment go well, the teachers have to come up with certain guidelines in managing their classrooms. Classroom management is a term used by teachers to describe the process of ensuring that classroom lessons run smoothly despite disruptive behavior by students. The term also implies for the prevention of disruptive behavior. It is possibly the most difficult aspect of teaching for many teachers, indeed for some who experiencing these kind of problems already leave the teaching profession altogether. This problem is not only faced by our local teaches but it is believed to be happening world wide. Classroom management is related to issues of motivation, discipline and respect. Many teachers establish rules and procedures at the beginning of the school year in order to control the students. According to Gootman (2008), rules give students concrete direction to ensure that our expectation becomes a reality. They also try to be consistent in enforcing these rules and procedures. Many would also argue for positive consequences when rules are followed, and negative consequences when rules are broken. Sometimes, this application is working in order to manage the classroom effectively but at the same time, failure also happens. Classroom Management and Discipline Classroom management is the reflection of the learning environment of a group of individuals within a classroom setting. A teachers classroom-management system communicates information about the teachers beliefs on content and the learning process. It also represents the kinds of instruction that will take place in a particular classroom. A classroom in which the teacher is completely responsible to guide the students actions by encouraging ands teaching them to be responsible for their own behaviors. The nature of classroom management and classroom instruction is especially easy to be seen and understood from a student perspective. Students have at least two cognitive demands on them at all times: academic task demands which is understanding and working with conten and also social task demands by interacting with others concerning that content. This means that students must try to understand the content and find appropriate and effective ways to participate in order to demonstrate t hat understanding to the teacher and the whole class. The teacher must facilitate the learning of these academic and social tasks. Therefore, the students perspective on the need to be successful, management and instruction cannot be separated. A teacher needs to cater all actions in order to create, implement, and maintain a learning environment within the classroom. Everything a teacher does has implications for classroom management, including creating the setting, decorating the room, arranging the chairs, speaking to children and handling their responses, putting routines in place, developing rules, and communicating those rules to the students. These are all aspects of classroom management: Creating a Learning Environment Creating and implementing a learning environment means careful planning for the start of the school year. The learning environment must be supervised in both physical space and cognitive space. The physical space of the classroom is managed as the teacher prepares the classroom for the students. These questions should be entertained by the teachers Is the space warm and inviting? Does the room arrangement match the teachers philosophy of learning? The emphasis of this program is to help students connect behavior with consequence. This is done with class meetings, clear rules, and contracts. This also includes Positive Approach to Discipline (PAD), which is based on Reality Therapy. Conclusion In conclusion, sometimes even teachers can actually make the problems occur in classrooms become worse, not the students. Therefore, it is important to consider some of the basic mistakes commonly made when implementing classroom behavior management strategies. For example, a common mistake made by teachers is to define the problem behavior by how it looks without considering its function. Interventions are more likely to be effective when they individually commit one of the problem behavior. Two students with similar looking misbehavior may require entirely different intervention strategies if the behaviors are serving different functions. Another common mistake is for the teacher to become deeply frustrated and feeling negative when an approach is not working towards the students. The teacher may raise his or her voice or increase the level of punishment in an effort to make the approach work. This type of interaction may impair the teacher-student relationship. Instead of allowing this to happen, it is often better to simply try a new approach. To avoid this, teachers should have an effective communication with the students. Communication is the key point here and with good approach and mentality, the students problem behaviors can be catered. By times, the classroom environment can be improved all together, for both teachers and students.

Cindy Sherman and Representation

Untitled Film Stills by cindy Sherman presents the ideas about the female identity Sherman is after. On each of the images, Sherman photographs herself as a cliche of this identity as if she were an actress in a B-movie ,as the product of domesticity, the object of sexual desire exc. Critic Arthur Danto points out that none of Sherman’s images is of herself. They are of The Girl, for whom Cindy Sherman posed.The Girl appears in every photograph, and though she is familiar in each (because the model is Sherman), she is never expressing the same idea as The Girl. She is being-there and she is not there at the same time, like a performer, and all the while she is able to convey these figurative portraits of femininity. Modeling in several roles, she reveals gender as an unstable and constructed position, which suggests that there is no innate biological female identity. On the contrary, women adopt several roles and identities depending on their circumstances.Perhaps sherman is m aking a gender statement through critiquing women in representation. This is however questionable as she is willingly engaging in the subject she is critiquing. According to Mulvey the women is made into an object of male gaze. Thus making the man the spectator and the woman the spectacle. The man looks at the woman, and the woman is being looked at. This contributes and supports the stereotypical idea that men are to activity as woman are to passivity.Her work also encourages self-reflection in the spectator. As Sherman argues. Sherman encourages viewers to create their own narratives when looking at her work. Perhaps by doing so, we become conscious participators in the story, or in the society that created these stereotypes in the first place. Depending on the narrative we create, her photographs could possibly help us to question our own ideas about gender and how it is represented in photography.

I'll see you later.† Great†¦ now, she thinks I'm a pervert. I don't see her for two days. . . And for 48 hours, I worry. – Don't get involved. Keep things simple. Take care of yourself! DAMN IT! It's 10 p.m., and I can't stand it anymore. I know something isn't right. No utilities, no furniture, wears the same clothes, and I can hear her. The topics covered by the journalism students at the paper is sadly, quite wanting in terms of becoming a true voice for the student body in terms of allowing the students to be equally represented within the pages of the school paper. The topics and news articles written by the members of the staff, and even the contributing writers show a lack of connection with the general student population who are supposed to be the main readers of the paper. The editorials and other columns do not have the ability to spark an intellectual debate among the students either. In fact, the paper is quite boring when one actually bothers to try and read the paper from cover to cover. It is perhaps because of this la ck of professionalism and interesting content from the members of the school paper that the student body chooses to pass on reading the paper when they receive their copies. They do not wish to read a newspaper that does not accurately represent their interests, misrepresents information by using irrelevant or improper information in their articles. The profanity used within the articles and horrible sentence structure, grammar, and punctuation errors within the paper are also unforgivable to any decent journalism or education student of the college who bothers to read the paper. Due to the numerous problems that plague the school paper, most members of the student body and professors alike do not view The Egalitarian as a credible news sources. This negative point of view about the school paper has prevented many aspiring journalists, writers, and educators from contributing interesting and relevant news articles to the publication staff. The lack of professionalism by the members of the newspaper team make them lose their interest in contributing to the school paper. Given such a sentiment, it is quite obvious that the student body does not consider the school paper to be a newspaper that represents the students and their interests. A prime example of this happening is Josh Hamilton. Hamilton is a professional baseball player in the Major Leagues. He got drafted out of high school and signed a contract with the Tampa Bay Rays for nearly 4 million dollars. He got hooked up with the wrong people and ended up blowing all his money on drugs and tattoos. He even got kicked out of Major League baseball for a while. I think that this would happen to a lot of player in college if they got paid. Another problem with paying college athletes is that it will cause the NCAA to become one sided. It will make college sports just like professional sports. The colleges with the most money will have the best teams and the colleges with the least money will have the worst teams. The competition would disintegrate. Take a look at professional baseball for example. The highest paid team in the Majors is the New York Yankees, and they are also the best. The lowest paid team is the Kansas City Royals, and they are the worst team in baseball. New York has money to buy the best players out there, while the Royals don’t. They can’t get good players because of their budget. This is exactly what would happen if college athletes got paid. The college with the highest budget would get the best players in the country, while the college with the worst budget wouldn’t be able to get good players. This will make the same teams good and the same teams bad year in and year out. It would take all the competition away. The third and final reason that paying college athletes is a bad choice is that it would take away scholarships. Think about it, you are already paying college athletes to play by giving them scholarships. Why would you need to pay them more to play if they have a scholarship already? You wouldn’t. Which means that scholarships would be gone all together and that’s not fair to everyone else? What about the people that are non-athletes? They wouldn’t be able to get scholarships because they don’t play sports. This would cause the student population to decrease. Lots of people can’t afford to go to the colleges they go to. The only reason they can go is because scholarships allow them to. It’s not right to take away the opportunity for less fortunate people. So I think that paying college athletes is a bad idea. It could ruin a players career giving them a lot of money at a young age, like it almost did to Josh Hamilton of the Texas Rangers. It would also cause the NCAA to be uncompetitive and become exactly like the professional leagues. Impact of the Cold War On Vietnam Economy After two protracted wars with the French colonial empire, followed by a thirty year conflict with the US superpower, Vietnam was economically devastated. However, during the following forty years Vietnam has developed a vibrant and progressive economy and gradually achieved recognition as a major economic power within the South East Asian region. Since the unification in 1975, economic growth was identified as the most important factor in the strategic development of Vietnam. However, the first decade following the end of the war with the US was one in which the Cold War had a significant impact upon the Vietnam economy. Vietnam was lead by the Communist party and aligned its political and economic policies to strict socialist principles that mirrored the Soviet model and based decision-making on strict Communist criteria; (i) State or collective ownership of production means; (ii) Government administered supply of physical input and output; (iii) Lack of business autonomy, absence of factor markets, highly regulated goods and services markets; and (iv) A bias toward heavy industry in investments. (Vo Tri Thanh and Nguyen Thu Anh, (2006) Eaber Working Paper series: Paper No.8 Institutional changes for private sector development in Vietnam. p.3) The government policy meant that Vietnam was limited to trade mainly with other Communist countries and the outcome was a dramatic decline in the Vietnam economy and increasing poverty amongst the vast majority of the population. Further conflicts with China in 1979 and Cambodia in 1978 placed Vietnam in a position of further weakness and rather than concentrate on economic recovery, the improvement of labour skills, and agricultural and consumer goods production the Government focused on the building up of heavy industry. This period of Sovietisation brought even further problems for the Vietnam economy and the virtual decade of stagnation only began to end in 1986 with the introduction of Doi Moi.(Bui That Thang, (2001)After the war: 25 years of Economic Development in Vietnam, NIRA Review , p21-22). With consumption regularly greater than national income and numerous periods of famine relieved only by foreign aid, the decade from 1976 to 1986 marked a period of economic collapse i n Vietnam, and was only ended with the introduction of Doi Moi as the point marking when Vietnam switched from the Soviet model to a drive towards a free market economy. The renovation (Doi Moi) in 1986 brought about a dramatic change for post war Vietnam, as described by Thanh and Ha ( social inequality.., chap2 p63) who declare it a real turning point in the history of Vietnams economic development . It was shifted from a centrally planned economy to a new system of a market oriented economy. An important factor to note is that the decision to move towards a free market and thus, politically and ideologically change the basis of the Vietnam economy was made prior to the collapse of the Soviet Union. The Vietnamese Government realised that the Soviet model was failing and that Vietnam faced a major economic crisis, with acute shortages of food, basic consumer goods, and inputs to agriculture and industry, and a growing external debt.(Thanh and Anh, 2006, p.3). It was decided to establish synchronous institutions of a market economy by socialism orientation (Ibid, p.2). The end of Cold War in 1991 followed by the collapse of the Soviet Union was a new challenge to Vietnam. Fortunately, Vietnam was already reforming its political and economic sectors by the time the collapse of the Soviet Union had ended and economic growth, policies to reduce macroeconomic instability and to introduce a multi-ownership structure were already in place. However, the collapse of the Soviet Union still meant that Vietnam faced a new future without the ideologically committed support of a Super Power, isolating Vietnam from much of the international community, a problems exasperated by the continued control of the country by the Communist Party. However, this essay will argue that although the major factor that impacted on many of the Eastern European countries for example, was the decline and fall of Communist administrations, in the case of Vietnam, the Communist Party remained in power, and provided the stability and security that provided the right conditions for imp ressive levels of continuous economic growth that has made Vietnam one of the tiger economies of South East Asia. It will also argue that the political and economic future of Vietnam is dependent on Vietnam remaining one of the most politically and security stable countries in South east Asia, and that stability is borne from the Communist party remaining in control of the country. This contrasts with the former Soviet Union countries who have made their economic futures dependent on the political system rejecting all the tenets of Communism and moving not only from a centrally controlled economy but also rejecting the idea of a one- party system. However, Vietnam has remained true to its political identity as a socialist republic while allowing reforms in politics and economics that has finally brought it recognition as a truly open and free market economy that has recently been rewarded with membership of the World Trade Organisation. The essay will follow the path through this process of reform and demonstrate how the economy has managed to develop to international recognition as one of the fastest growing economies in the World and still remained Communist. The end of the Cold War was universally seen as the end of Communism, and yet, like China, the Vietnam economy has been transformed whilst not drastically reforming the political system, which has remained true to the thoughts of Ho Chi Minh and commiserate with Marxist Leninism. The Communist Party still remains in power in Vietnam and its economic success is likely to re-enforce the belief that it will retain political control over the nation for decades to come. This essay will show how the Communist Party has managed to transform its economy and remain socialist. Prior to 1980s, Vietnam was still a backward agricultural country. In addition, as a socialist country, Vietnams economy was controlled and developed by a centrally planned system modelled on the Soviet Union. The Government played the dominant role in almost all activities and people who worked for government were paid by the system of budget subsidies. And all the trading actions were dominated by large State owned Enterprises that had collectivised almost all areas of economic activity, while private business was virtually non-existent (Pham, 2005,p4). Unfortunately, because of the mismatch between the management and the actual practices of the government, the economy of Vietnam didnt achieve any of their economic targets laid down in subsequent four year plans. The leaders then realised that centrally planned system was not a good structure for Vietnams development and whilst the Soviet Union was dramatically moving towards political collapse for the same reasons, Vietnams Commun ist Party believed that its ideological control over the country through one-party rule would actually have a positive impact on economic reform by providing an environment of stability and security, whilst establish an economy based upon capitalist principles, free markets and an open door set of policies. The Communist Party identified eight major policies of reform that would be used to bring about a complete transition of the economy and these were: Almost complete price liberalization; Large devaluation and unification of the exchange rate; Increases in interest rates to positive levels in real terms; Substantial reduction in subsidies to the SOE sector; Agricultural reforms through replacement of cooperatives by households as the basic decision-making unit in production and security of tenure for farm families; Encouragement of the domestic private sector and foreign direct investment (FDI); Removal of domestic trade barriers and creation of a more open economy. (Thanh and Anh, p.6). The main point here is that these are all significant movements towards policies found in the capitalist West and were only possible in the former Soviet client states such as Poland and East Germany by also moving the political systems towards the Western democracy model. However, the Sixth Congress of the Vietnamese Communist Party-1986 believed that reform could follow the basic practical policies of the Western democracies but remain true to Communism by actually increasing state control and management and macro regulation. Communism would allow stability to remain in the political arena and the economic policies would themselves be directed towards maintaining socialist targets. This mix of socialist and capitalist policies to retain some level of equity amongst the general society is one now being discussed by many of the mainland European Union members who now identify a full Communist regime as still unacceptable, but the monetarist free market economy as equally at fault in the wake of the major financial crisis at the end of 2008. However, the main contention is that Vietnam remains a one party system, but there is very little evidence of any deep protest or wish to change this system by the vast majority of the Vietnamese population. Although we are examining here the performance of Vietnam since the Cold War it is thus essential to understand that unlike Russia and the former members of the USSR, Vietnam was able to transform its economy without major political regime change. (Thang, 2001, p.3). in the following paragraphs we look at how this was possible. Up to 1990 the Doi Moi reforms did bring about a number of improvements in the economy. From 1989 onwards, Vietnam was on the way to becoming one of the three main big rice exporters in the world, many state subsidies were disappearing and SOEs were constantly warned to reform and restructure, but not immediately encouraged to denationalize. Over these years the growth rate hovered around the 4.5% mark and the reforms were only slowly impacting upon Vietnams overall economic performance. Doi Moi involved a commitment to dismantling cooperatives and shifting production away from a household economy to the private sector, whilst also restructuring the state-owned sector to be more competitive. However, the real impact of policies changes did not really take effect until post-1990.The outcome was significant development with the GDP growth averaging 8.5% from 1990 to 1997 and averaging 6.5% from 1998 to 2003. Average foreign trade and Foreign Direct Investment(FDI) improved to nearly $18 billion USD by 2007 and agricultural production doubled from 1990 to 2005, while exports reached $49 billion USD per year by 2007. The per capita income rose from $220 USD in 1994 to $832 by 2007 and industrial production went from 27.3% of GDP in 1985 to 41.6% in 2007. Many industries reached impressive rates of growth, such as in the production of oil which went from 40,000 tons in 1986 to 7.6 million tons in 1990 and 12.5 million tons in 1998 (Nguyen Ngoc Anh, Nguyen Thang (2007) For eign Direct Investment in Vietnam: an overview and analysis. In the final part of this essay we concentrate on how FDI has been example of how the Communist Party, its policies of reform and the growth of the economy have become interlinked in bringing about a successful basis for even greater levels of development in the future. The levels of development are impressive with a reduction in the inflation rate from a nightmarish 774% in 1986 to a manageable 7.5% in 2006, while also achieving a poverty reduction level of 22% in 2005 from the 58.1% recorded in 1993. By 2007 there were 7067 FDI projects with a capital of $63.5billion US. This dramatic success was as a result of the following factors: Strategic location Stable economic and political environment Large natural mineral resources A young and well-educated workforce The ability to be an export platform for US and EU markets Liberal investment environment and a commitment by the Government to economic reform. In Vietnam it is the changing attitudes of the Communist Party and the Government towards the foreign economic sector as an important step towards economic growth that has significantly assisted the improvement of the economy. Alongside this have been the increasing levels of economic competition from other countries in the region and advances in international commitments helped by a changing political and ideological approach to participating in global economic trade (2006, 180). A significant factor in encouraging this change in attitudes has been the realization that FDI has a vital role to play in the mobilization of capital, technology, organizational and managerial skills (21). The radical change in the Communist Party attitude towards FDI was the institutionalization of FDI as a separate economic sector and recognition that FDI was a vital driving forced towards the overall development of the Vietnam economy (ibid). The improvement in investment in Vietnam has been assisted by a commitment throughout business, government and society to improve the image and identity of Vietnam, not least being in its international participation in political and economic forums. (Pham Thi Huyen 2009 The Nationality Factor in Assessing Hanoi Investment Environment in Business Environment and Policies in Hanoi, Hanoi, Vietnam) A further example of well the Vietnam economy has developed under the guidance of the Communist Party is the increasing participation of Vietnam in international forums and the successful entry into international forums such as the World Trade Organisation. Viet Nam joined the Association of South East Asian Nations (ASEAN) in 1995, and committed to AFTA prior to the Enterprise Law reform period. Viet Nam also joined APEC in 1998.Vietnam has been an official member of WTO since 2007. Before that, there had been an increasingly strong public policy commitment to joining the WTO in recent years, and references were made to the need to reform to join the WTO in the policy debate on private sector development during the 2nd half of the 1990s. The enterprise reforms have been consistent with efforts to join the WTO, and the desire to join WTO has strengthened the hand of those pushing for improvements in the regulatory environment for business during the reform of the Enterprise Law . How ever, it is difficult to assess the extent to which the desire to join the WTO provided impetus for the Enterprise Law reforms Results, Challenges and Prospects, Vietnams Socio-Economic Development: A Social Science Review, No.31, Autumn Doanh, Le Dang, (2002), Foreign Direct Investment in Viet Nam: While it is difficult to identify connections between aspirations to join regional and international bodies and the Enterprise Law reforms, contacts with regional and international bodies have almost certainly helped the reform process. The economic performance of other ASEAN members and China are important benchmarks with which Viet Nams policy makers often compare their own performance. Even prior to joining ASEAN, Vietnamese officials went on study tours to ASEAN member countries to study issues related to improving the enabling environment for business development. A crucial development in the reform of the economy of Vietnam was the new Bilateral Trade Agreement (BTA) between Viet Nam and the USA, which was signed in December 2001, well after the major Enterprise Law reforms had been implemented. The private sector reforms implemented during the 2nd half of the 1990s almost certainly helped the process of reaching agreement on the BTA. This new agreement marked an important watershed in the relations not only between Vietnam and the US, but also the rest of the world. The signing of the agreement between Vietnam and its former enemy signified a leap forwards in the status of Vietnam and officially marked the end of most political and economic hostilities between the two former enemies. However, its signing was predicated on the absolute commitment of Vietnam to continue economic reform and also suggested that political reform; especially in democratization of Vietnam was almost certainly on the cards for the future (Ibid). Thus, Vietnam is a special case to examine in the study of the impact of the end of the Cold War upon Communist and former Communist states. In the case of Vietnam, not only have they remained under the one party rule of the Communist Party, they have also successfully reformed their economy, with the Communist Government able to provide the right levels of stability and security to continue to develop in the future. Thus, it is also a case of how the ideology of a country and its economic reform are linked, but the case of Vietnam it is an example of a country being ruled consistently under the socialist thought of Ho Chi Minh, maintaining one party rule but was also able to transform an economy from state central control to a free market. It is also known as a peaceful, secure and safe environment in the centre of a South East Asian region. A region that is more often now identified with the increasing problems of Islamic fundamentalism and terrorism, such as in Thailand and Malays ia. While economic growth continues, the levels of extreme poverty are continually being lowered and the wealth of the economic success is to some extent spread down the masses through policies based on socialist principles, the one party rule of the Communist Party in Vietnam is likely to continue Ref.
